Northwin Environmental is a full-service environmental remediation company based in Campbell River on Vancouver Island. We work with each client to ensure that their needs are met both economically as well as from a regulatory perspective and specialize in providing cost effective environmental solutions to our clients changing needs.

The three principals of Northwin Environmental bring over 20 years of experience in the environmental and excavation industry. Brian Fagan worked for Tervita (Formerly Hazco) for over 11 years managing projects from Campbell River to Halifax. Mark Stuart has been working in the civil excavation and aggregate production industry for over 30 years. Terry Stuart has worked in the construction industry for over 20 years managing large civil projects.

Northwin Environmental also manages Upland Excavating Ltd’s Landfill Permit which allows clients access to disposal options for soil and demolition debris. Northwin’s relationship with Upland Excavating provides access to a variety of excavation and transport equipment.

Brian Patrick Fagan

Brian Fagan has been working in the environmental excavation business since graduating from Royal Roads University in 2001. Brian started his 11 year employment with Tervita Corporation (formerly Hazco) managing demolition and remediation projects throughout the province with a focus on remote areas on BC’s Coast. Prior to his departure Brian was responsible for sighting, permitting, construction and operation of facilities from Vancouver Island to Truro Nova Scotia as well as managing projects as far away as Halifax.

Brian has extensive previous experience working as part of a team on decommissioning and environmental remediation with major industry including:

  • Demolition of Ocean Falls Mill – Permitting and hazardous waste management (PCB’s, asbestos, lead, misc mill related chemicals)
  • Timber West Elk Falls hazardous waste classification, disposal, and demolition
  • Halifax Regional Municipality – school abatement, deconstruction and disposal
  • Comox Valley Regional District – Various community based Hazardous Waste Collection and classification
  • Comox Valley Regional District – set up of Hazardous waste collection and classification programs at Campbell River and Cumberland landfills
  • Regional District of Mount Waddington – classification and disposal of historic Hazardous waste collection area
  • CFB Esquimalt – multiple building abatement and demolition
  • Seagate Hotel – hazardous waste abatement and 90% recycling of the entire building
  • Remediation work at all BC Hydro substations on Vancouver Island, including battery draining and removal, chemical classification and removal 
  • Remediation work for Defense Construction Canada, Public Works Government Services of Canada, Indigenous and Northern Affairs Canada, BC Building Corporation, industrial (rail yard’s, ship building, paint factories, plywood factories), commercial buildings for redevelopment, residential 
  • Emergency spill response for BC Hydro 

CAPITAL PROJECTS

SMALL CRAFT HARBORS

  • Secured funding for upgrades to Martins Marina (Small Craft Harbors)
  • Worked with contractors to complete upgrades to lighting and electrical, dock replacement, pilings replacement, dredging of areas.
  • Ensured training dollars and employment opportunities for community members were clearly defined and appropriate.

BIG HOUSE

  • Worked closely with community and contractors to complete the majority of the construction of the Big House.
  • Worked closely to ensure that the ratio of 1:1 contractors to community members were followed to ensure training opportunities and transfer of knowledge

NEW BAND STORE

  • Completed the project on time (slight delay due to Royal visit) and on budget.
  • Worked with community members to resolve land related issues created by others with respect to the Band Store location
  • Worked with contractors to build the 15,000 square foot Band Store utilizing local labor and creating training opportunities.

SUBDIVISION

  • Worked with INAC/ISC to convert a waterline upgrade project into a fully funded 46 lot subdivision project fully paved and serviced.

Since leaving Tervita, Brian has managed complex remediation projects from Campbell River to the BC Alaska border.  One of the more recent projects was the Salmon River Diversion project where his team supported a JV company between Ketza Pacific and the Campbell River Indian Band allowing for the project to be sole sourced from BC Hydro.  Brian was responsible for treating 80,000,000 liters of creosote impacted water as well as sourcing and managing disposal options for multiple waste streams including:

  *  1200 T of creosote timbers

  *  7000 T of commercial level soil

  *  22,000 T of less than commercial level soil

Brian has extensive experience managing the Landfill Permitting process, which includes consultations between the property owners, Provincial Regulators, Municipal and Regional Governments, Qualified Professionals, First Nations, Environmental groups and various stakeholders.

Since leaving Tervita, Brian also worked as the Municipal Director and was a representative on the Provincial and Federal Reconciliation team’s housing sector table for the Heiltsuk Tribal Council in Bella Bella where he worked for 3 years.  Brian also works with industry developing and implementing First Nations Engagement Policies and provides Aboriginal awareness training to management and staff.

Brian and his team’s responsibilities included: 

MUNICIPAL SERVICES

  • Secure funding for the purchase new equipment for leak detection.
  • Purchase 3 new commercial grade plows and sand/salt spreaders and 2 new pick-up trucks as well as repair existing heavy equipment to allow for the removal of snow to be completed “in house” reducing the costs, generating employment, and reducing the reliance of contractors
  • Repair most all equipment required for daily operation.
  • Secure funding to replace aging pumps at the key lift stations in the community and rebuild old pumps as spares.

HOUSING RENTALS

  • Worked to secure funding to repair Band Rental Units (BRU).
  • Worked with CFO to implement Xyntax accounting software to track costs for all houses in the community with a focus on BRU’s.
  • Worked with Housing Portfolio to increase rent collection in BRU’s.

HOUSING NEW CONSTRUCTION

  • Worked with INAC/ISC to secure 100% funding for 2 – 3plex Band Rental Units through Canada 150.
  • Worked with BC Housing to secure 100% funding for the construction, maintenance, and .5 building manager with training. Additional funds for Band’s cost for project management and associated travel expenses associated with the project.

HOUSING TRAINING

  • Worked with CMHC for training of community members on basic home maintenance and Building and Maintaining to Avoid Mold (BRAM)
  • Worked with CMHC for youth skills training dollars through Housing Initiative First Nations Youth (HIFNY)
  • Worked with CMHC to replace 17 roofs in the community, which we paired community members up with professional roofers to learn the trade and start a community based roofing crew.
  • Worked with Camosun College to create a Bella Bella campus of Camosun where local community members could attend training for carpentry. The program was recognized by the ITA as part of their red seal requirements.
  • Worked with industry professionals to volunteer their time to complete training in the community for various trades such as metal roofing, continuous gutters, wood siding, window framing and installation, kitchen and bathroom cupboards, mold abatement, asbestos sampling.
  • Worked with heat pump installer to train community members to complete 100% of the installation of the heat pumps (aside from electrical and commissioning).
  • Pushed CMHC and BOABC (building inspection certification) to host the only First Nations only building inspectors course fully funded by CMHC including travel.

HOUSING RENOVATIONS

  • Trained community members in roofing and were able to complete approximately 38 roofs per year.
  • Secured renovation funding for renovation of approximately 20 community houses through INAC/ISC
  • Worked to ensure that R&M dollars from CMHC houses who’s mortgage’s were maturing were appropriately applied renovations completed
  • Worked through New Approach to Housing (NAHS) to access funding for new home construction as well as renovations.
  • Worked with Ecotrust to complete surveys and ultimately fund the installation of heat pumps in houses.
  • Worked with INAC/ISC to install heat pumps.

HOUSING TINY HOMES 

  • Worked with UBC (FP Innovations, Shaw school of business, school of architecture, etc) to create design of Heiltsuk Tiny Homes.
  • Conducted open houses to engage community members in the design of the tiny homes.
  • Worked with FP innovations to create a community outreach to gain additional engagement such as going door to door, setting up at the Band Store for several days, setting up at the post office for several days.
  • Worked with the Heiltsuk Reconciliation team to secure funding of 8 tiny homes as a pilot project under New Approach to Housing.
